What Does P0016 Code Mean?

OBD-II Code P0016 is defined as a Crankshaft Position - Camshaft Position Correlation

The engine control module (PCM) uses a signal from the camshaft position sensor to determine the the proper time to fire the fuel injectors and ignite the spark plugs. The PCM compares this signal to the signal from the crankshaft to determine if the engine is timed properly. Newer vehicles use a variable timing system to adjust the timing of the camshaft in relation to the crankshaft to increase fuel efficiency and performance. If the Camshaft is not in the proper position relative to the crankshaft, the PCM will set P0016.

I replaced Variable valve Timing solenoid was broken and had small black debrif. Replace Engine oil to vehicle specifications was burn and black color. Also, replace Water Pump kit which included timing components. After that kept throwing same code P0016. I replaced crankshaft sensor. Still same code, I replaced camshaft sensor, kept throwing same code!!! Triple check Timing installation and nothing!!! 6 shops kept telling me to just replace timing but I just did! Vehicle start and stalls. It has a clogged catalitic converter. Any suggestions?
