Is it one wheel or all 4 that are 'locking up'? master cyl/ booster inspected? Drum or disc in rear?
Yes, if it stays in the depressed position it would lock up the brakes by keeping the fluid under pressure. Similiar to driving with your foot on the brake and hitting the gas.
