Wont start

(1999 Ford Explorer)
in Norfolk, VA on May 27, 2014
we changed spark plugs and spark plug wires aswell as the coil pack , also changed the crank shaft sensor , ignition and switch , and key lock clinder . still wont start charged battery with battery charger nothing . last 2 day we put 269 in this truck . would my computer need to be reprogramed

Do you have a digital multi-meter for testing ?Double check every fuse you can find underhood and under dash! Do you have access to wiring diagrams and system description of operation? Circuit testing is the point you're at now. Need to know what is getting power/signal and where it stops. Also ground controlled circuits & any ground connections can be tested.

i have a multi meter what do i set it at and i have the chilton aswell

Use the Chiltons to find the ignition/coil circuit and determine(using the volt/DC)....follow the power source til it stops , that may be where you find the problem.
