Won't fire, replaced distributer still won't fire. Solution please

(1999 Honda Civic)
Car turns over but won't crank cause it's not firing. Replaced distributer but still not firing. It eventually cranks. What else cold be causing the problem. Or has anyone else had this problem and what was wrong to fix it.

No a rebuilt one. He replaced it too. That's not it. He did something under the
dash on the drivers side. Seems to be cranking ok now. He's not sure what he did.

Check ignition relay (box located on passenger side, inside foot panel)
