Q: Why won't the windshield wiper shutoff while the car is running? on 1999 Pontiac Sunfire

Either turn the ignition off or take the fuse out while driving to make it stop.

either you have a relay stuck or the switch on the steering column isnt working properly or the motor is shorted
"goodguy", I'll definitely check these three things and get back with you after solving the problems. I'm hoping it's not the steering column!
one more thing you should check and is a problem with these models is the circuit board that is located on the wiper motor itself, you should be able to tap it with a small hammer to see if it changes anything
I did checked the circuit board and I tapped it many times. By doing that, it did not stop it so while I was still working it, I discovered left-side of the turn signal is not blinking normal. Blinking fast so I checked all the parking lights, turn signal lights and they're all working fine. I got the feeling where the problems are in the steering column.
I wouldnt go replacing the switch just yet.when you checked the bulbs there wasnt anything flashing on the turn signals that isnt normal because if the flashing light on the dash is flashing fast there is usually a bulb gone out when you checked the bulbs did you take them out of the socket? a far as the wipers I would take the circiut board off and check to see if you have any burnt circuits, there is only 3 or 4 #15 torx screws to take off then the board should just come right off
