Why won't make right rear wheel move?

My right rear wheel won't move at all when I either put my car in reverse or in drive. I tried using WD 40 on the brake cable connecting to the tire and it still wont move.

Is it the brake, or bearing. I guess where you are something could be frozen.

I think it's the break because the aren't any signs that would make me think it's a bad wheel bearing. What could be frozen?

Was just considering the brake could be frozen to drum/rotor.

Go under that wheel and pull on the cable like 4 times ,then go in reverse then forward ,rock it back and forth a couple of times ,it should
