Why when I turn the right blinker on both blinkers & tail lights blink?

(1999 Chevrolet Cavalier)
It doesn't do it with the left blinker only right. On the inside you can hear/see the blinker but when you step on the brake it stops until you let off the brake. We have replaced the right bulb & the flasher with no results. Why?

The wrong FRONT or REAR bulb or a shorted wire can cause that!... Also check the bulb sockets... The turn signal circuit is crossing over/shorting to the parking/tail light circuit...
