Why only one engine fan works when the water gauge go high?

(1991 Oldsmobile Cutlass Supreme)
I recently change the radiator.I checked the relays,it has two.I checked the fans.But when they suppose to start to blow, only one is starting.It is any range of the temperature when the second suppose to start?

The fans are staged according to temperature, 1 starts and then if the car is really hot, the other starts as well. If you are having problems with these then you need to do an electrical inspection of the system.

I had this same problem on my 95 olds cutlass 3.1. I replaced both temperature sensors. yes there are 2. 1 is for the gauge and the other works the fans. the front one is the easier to fix its located near the throttle body in the front and the rear which is quite the challenge to change is located basically behind the throttle body to the rear of the engine. its hard to see but its back there. i replaced both and this fixed my problem.
