Why low voltage?

(1999 Pontiac Firebird)

I changed the battery also the alternator. Both are hight
capacity. I tested the battery and it is OK, but the alternator did not pass the test even dough it is brand new not question about it. Also the one I replaced was a
rebuilt one. What the problem could be?
