.why is there no prepressure?

(1990 Chevrolet S10)
Put a new master and slave cylinder on, then bled from slave cylinder ,still no pressure on pedal. Its like the master is not pumping enough pressure.

Found out that you need a mity vac pump to vacuum out the bubbles, doesn't tell you that when you buy the clutch master cylinder. Had to find out from Tuffy's repair, that a new way of bleeding clutch systems. Dealer updates.
