Why is my parking brake not releasing?

After you pull the emergency brake the brake stays deployed

Sounds like cables are hanging up in the housings, when this old can build up rust and crud over the years that hang up when cable moves inside the housings. If you release and can grab exposed cable with pliers and move it enough to release and then vehicle rolls that is the problem. Make sure to check all attaching points when repair.
