Why is fuel gauge stuck on full, odometer backlight

in addition the seat belt chime and light dont work all on left side of instrument panel but other lights (daytime running indicator and airbag light work also on left side

You can try checking fuses, make sure all are OK especially the BCM/cluster fuse. If all are OK the next step would be to check for fault codes in the instrument panel cluster using a scan tool.
