Why does the rotor disk overheat, heating alloy rim(wheel)?

Front left hand rotor disks overheating and heating the alloy wheel rim... What's causing this hot temperature to whole rim and disks?
What seems to make the problem better or worse? While driving, heats hot and rim of wheel....?

You could have a sticking brake if it's just on one wheel. Check your slide pins and caliper. Also, check and see if one pad is more worn than the other.
