Why does my car have poor acceleration/power up hills?

(1999 Honda Accord)
It has gradually gotten worse,i can only get up to 35 mph or so flooring it. ive just changed oil ,the spark plugs should still be good, it has a ram intake which has a new filter, i am using a hydrogen generator which is going into air intake, also a resistor is in the Iat sensor, ive taken these out but still the same problem, im thinking the hydrogen could have messed up a sensor or something electrical, what should i do and how can i figure out whats wrong.
