Why does heat blow hot when moving and cold when stopped

when vehicle is moving heater blows hot ,when vehicle stops blows cold. fluid levels are good

What does the temp gauge read? If the t-stat is stuck open, it could potentially cause this concern. Also, there could be a lack of coolant flow. Run the engine to operating temperature and feel the heater hoses in the engine area going into the passenger compartment- both should feel about the same temperature. A possible restriction in the heater core may also be a problem.
