Why do I hear a whining noise when making turns?

(1999 Pontiac Grand Am)
in Kansas City, MO on July 07, 2010
A loud whining noise when making turns occasionally; it dosen't do it everytime. My power steering level isn't low either; everytime I check it it's full.

Is the power drive belt tight perhaps it doesn't get adequate tension or is loose!
