Hello,
Were you able to determine the cause of the inoperative tail lights?

I had this problem in my 06 R/T. I replaced the fuse and my taillights continued to blow the new fuses.

After I took it to the dealership and they ran through MANY tests, they found out there was a fauly ground in the wiring. Exposed wiring was rubbing on metal near one of my taillights, causing both to short out. Have you or your mechanic check for this issue if your fuses continue to blow!
