Where exactly is the timing tab located on my 1977 seville

The timing tab is missing I replaced the timing chain and the mark on the balancer keeps coming up on the passenger side the car will only start if you advance it why is this
What seems to make the problem better or worse? No

Balancer is two pieces - outer ring and inner hub - which are separated by a composite liner - over the years, the ‘outer’ ring may have slipped in relation to the inner hub due to engine torque.

Timing can be properly adjusted using old school methods.
