Where does the Fuel Tank pigtail plug into?

(1999 Ford F-250 Super Duty)
in San Diego, CA on February 23, 2016
I have a wirer not plugged in under the hood & it looks just like the fuel tank pigtail. I noticed it when my truck would only turn over but does not start and I have trouble shot a lot of things, now I have to drop my gas tank next.

can you hear the fuel pump come on in the tank when you turn the key to ON,NOT START? it should come on for 2-3 seconds then turn off.if needed, get a helper to turn the key to on while you listen at the fuel cap or under the truck at the tank.the pump should turn on then turn off every time the key is turned to on.taking the bed off is better than dropping the tank if it's not a CREW OR QUAD CAB.if standard cab or extended cab, take the bed off.check the BUTTON first before doing anything else.
