When there is moisture in the air, my truck won't start.

(1991 Chevrolet S10)
After 30 mins or longer it will start, normally runs the battery down and have to get a jump. Replaced the starter twice, new fuel filter, new plugs and wires, rotor button and cap. Still does the same thing when it rains or there is moisture in the air.

next time it won't start,take the cap off and see if moisture is inside the cap.

I've done that but still have the same problem when I put it back on. What causes it to backfire through the exhaust? It has exploded 2 mufflers and since then I have been running a straight pipe .
