What would cause the brakes to pulse when applying them?

My brakes have been pulsing while applying them to stop. I have a 1999 Ford Escort.

#1 cause is worped rotors but there are other possible reason like stickie calipers uneven brake pad-shoes Drums or rotors etc:

Complete brake job was done all new parts

Take it back to where the brakes were done and have them recheck the Brakes
