What makes starter activate when the ignition is turned on but not to start pos?

(1990 Ford F-150)

Starter begins when key is turned on. Then when it is turned to the starter position it hangs.

This could be caused by a defective ignition switch that is signaling the starter solenoid to energize in the 'run' position. If the solenoid was shorted, it would turn over the starter regardless of whether the switch was on or not.
