What could be the reason for a serpentine belt not to cycle but not seem seized

i was driving my car just fine to drop someone off and as i left the car just lost power steering, heat and when i stoped to check it the belt wasnt spinning at all. i can turn the belt by hand still.

harmonic balancer on the front of the motor is a common failure. the rubber wears out and becomes disconnected from the rest of the balancer. have it checked at a shop and get a bid.
