Was the old fuse blown? If so did it blow the new one?

You might need a new flasher relay. Are the hazard lights working? The hazard lights are wired from a different fuse. If the hazard lights too, are not working, then it most likely is a faulty flasher relay. If the hazard lights are working but the turn signals aren't, then you will have to dig deeper into the wiring beyond the fuses.
