Q: what causes gas and white smoke to come from tail pipe? on 1995 Chrysler New Yorker

Most likely suspect is a defective fuel pressure regulator. Engine off, pull vacuum hose off of the regulator and check for signs of gas in hose or f.p.r. vac. port. Then check oil level as well may be gas in oil and will need to be changed! May need some hands-on help like from a mechanic.
