What can I do to catalytic converter to get it to stop losing power?

Possible that cat has plugged and blew a hole in the flex pipe (the weakest pipe in exhaust) which would account for the noise. Have the catalytic and flex pipe replaced, should restore power immediately. Shop around for prices.
