Trying to find out if need a new engine.

when driving hit a rock and cracked oil pan and all oil came our. Car locked up while driving. Towed to house and trying to turn engine by hand and won't budge. Does the Anti-theft lock on the car stop you from trying to turn the engine by hand.

Your engine is locked up from no oil, anti theft does not lock the engine. It's ruined, call your insurance company.
