Transmission shutters in O/D

(1999 Ford Ranger)
Transmission started shuttering when it goes into O/D. No fluid leaks. Fluid level fine. Transmission shifts fine.
What seems to make the problem better or worse? It stops shuttering when you let off gas or accelerate

This could indicate an issue with the torque converter clutch or lockup. If this doesn't happen at all when the transmission is cold then that's probably the case. If you have a good scanner you can temporarily turn off lockup for diagnosis purposes.
