my tilt steering is loos is that a major task to repair or easier to replace complete column wipers and signals react to turning of steer wheel

It's common for the bolts to come loose. It requires removing the steering wheel and signal switch, etc. This job is a bear the first few times you try it when you're a mechanic so I recommend you take it to someone who knows how to fix it already.
