The most common cause for the theft system light and a no start condition on your 1999 Oldsmobile Cutlass would be the ignition lock cylinder. The lock cylinder contains the theft system sensor. A faulty sensor is most likely causing you problem. There should be a fault code b2960 stored in the theft system. I hope this helps.
