The temperature gage on my m roadster is going from normal toward hot and back

(1998 BMW Z3)

when i turn my air on it blows a fuse I dont think that the radiator fan is working, would this cause my cars gauge to flucktuate, when i am going down the highway it moves sometimes, and when I drive it in cold weather it still goes toward hot, then will come right back down do I need a new thermastat or because the radiator fan is not working will that cause the temperature to flucktuate as well, I wouldnt think that the car would need the auxilary fan in the cold weather, I also know that the fan is connected to the air conditioning so that when I activate the air it is supposed to automatically turn on, but I rarely have used the air, my top is always down,LOL, HELP

I DID RADIATOR IS TOPPED OFF AT PROPPER LEVEL, GOING TO GET FAN FIXED FRIDAY WILL KNOW MORE THEN, THANX FOR THE RESPONCE
