Possible lock actuator failure or wiring problem in tailgate harness. Has it ever had any body work done on the rear right quarter or tailgate?

No the Car Fax stated no accident of any kind.

Okay , so I go back to the beginning of my original reply , failed actuator or wiring problem in tailgate harness. Plus I don't think carfax gets its' info unless there is an insurance claim, so if it was minor or they paid cash you might not know about it.
