The parking brake button is not engaging when the lever is lifted.

When lifting the parking brake the brakes are certainly being applied but the button is not engaging so the brake will not stay on

That is likely a broken spring, or contamination around the ratcheting mechanism causing it not to click in/lock.

Remove the cover for the parking brake, and you will be able to see what is going on, and if you can fix it with a little lubrication.
