Steering wheel vibrates when brakes applied

The steering wheel vibrates at low and high speeds when the brake is applied. Is this an alignment issue or a brake issue?

It's probably the front rotors one is warped or both are.I had the same problem cleared up with new rotors..They (the rotors) get hot and they do wrap. could also be your breaks..check that and the brake cylinder it could be sticking.
