Sp/alt. 7.5 fuse

(1999 Honda Civic)
I found a broken black wire in the harness behind the bracket under the intake. After pulling it clear from touching anything my speedo now works great and not blowing any fuses. I did not have the time to try to get in there to repair it. What else would that wire control? I can't find any other problems with it not being connected.

I think the wire is a redundant ground which should attach to a ground connection, maybe an eyelet bolted to the intake manifold. "Redundant" meaning that it's there to better ground a part of a circuit that's grounded elsewhere. It may have a broken eyelet on the end or the wire could have broken clean off at the eyelet. Don't go and connect it to anything unless you know for sure where it's supposed to go. Look for a broken eyelet on a bolt that it could have come off of.
It would be interesting to know whether there's voltage on the wire and how much.
It sounds like your speedo didn't work and you were blowing fuses until you pulled this wire free and now it's OK. I don't how the wire would relate to the speedo although it could blow fuses if it's a power wire shorting to ground but black wires are used very often for grounds.
