Sometimes the car acts like it's not getting gas to the engine.

My parents' 1999 Oldsmobile Cutlass has all of a sudden decided that it wants to act like it is not getting gas through the fuel lines after it's been filled up with gas unless they let it run for about 5 to 10 minutes in order for it to warm up. Is there any reason why that happens? Please help?

Abbreviated explanation = *Topping off* fuel tank is NOT advised! .. Upon refilling tank, when pump nozzle cuts off the first time - STOP refueling!

This will help prevent raw fuel from entering the EVAP (evaporative emissions system) and temporarily flooding engine upon restart after refueling.. IF problem persists, seek qualified hands-on help .. 'Mechanic' ...

When it happened today, the car was between 1/4 and 1/8 of a tank of gas. My mom thought she wasn't even going to make it to a gas station. I did talk to a former mechanic today (I'm engaged to him) and he seems to think that maybe the fuel pump is about to go out, or the fuel filter is clogged. My parents have only had the car for not even a year yet and the problem just started within the last month or so.
