Something hanging from underneath my car

As I was entering the on ramp of the highway, I rode over a lot of water and now it sounds like something is dragging under my car. It's next to the front bumper. What part of the car could it be?

There is a black plastic engine under shield on most cars that can easily get fouled or damaged. This shield is there has two purposes it may assist in aerodynamics, it also may assist in keeping the engines cooling system working efficiently by creating a low pressure area behind the radiator in the engine compartment allowing more efficient air flow through the radiator. You may be able to temporarily secure it by using "zip ties" also known as "cable ties" or just some string!
