Serpatine belt keeps slipping... what could cause this issue? Tensioner pulley??

I have replaced the belt but it keeps slipping... wandering if it's the tensioner pulley or the idler pulley...

take the belt back off and turn all the pulleys by hand,see if you can find the one that is hard to turn or seized up.
