IS SPARK PLUGS AND SPARK PLUG TUBE SEAL THE SAME THING AND WH AT IS THE GROMMETS

If I remember correctly, the Spark plug tubes are pressed into the cylinder head and act as a heat shield to protect the spark plug. If you have oil around the base of the spark plug, either it was not tightened to proper torque allowing oil to seep past the threads, or you have oil seeping from the valve cover gasket and running down the side of the cylinder head.
