Seatbelts, windows gas gauge and temp gauge wont work

(1990 Toyota Camry)
if seatbelts on both sides, temp gauge, gas gauge,and all four windows will not go up or down. this just happen all of a sudden and all of the fuses were checked and all are good, how do i find out what is wrong?

On the driver side, left outer wall,,, there is a fuse 7.5 Amps. Check it again. I've been dealing with mine for 5 months now and I've traced my problem so far to a yellow wire, seemingly shorting out... which I believe goes to the seat belt warning module which is under the center console. But I started the diagnosis by connecting a digital multimeter which had a 10 amp setting and I hopped it over the fuse so that when I pulled the plug on the problem group of wires, I was able to follow it down the line.
