Seat belt latch

My seatbelt won't latch on passenger side. Dealer wants over $200 to fix. Says he has to take seat out. Is this right?

Seat is held in by only 4 bolts. Might be a plastic cover on top of the latch also. So removing the seat would be needed.
Some times you can access the seat belt latch with the seat forward but you may damage or mark either the seat or the seat track. So it would be better to remove the seat as not to damage any part of the interior.
