Replaced plugs and boots on my squad car and still chugging and no power whengas

(1999 Ford Crown Victoria)

When I try to gun it it chuggs like its missfiring even though all plugs were changed and boots like shop said what could be wrong???

Also check for ignition coil(s) causing misfire. Good scanner can run a cylinder contribution test to find the weak cylinder(s)..
Now, when you say boots, do you mean all 8 coils w/boots and new plugs were installed, or just new plugs and boots only?

New plugs and boots only.. had it scanned before I put them on and only said 4and 5 were misfiring needing new plugs and boots

Tell you what is the BEST thing to do, replace ALL 8 coils and be done wit it! I have just replaced the misfiring coils before, then have to go back and do the same thing for the others soon after. THIS WILL FIX YOUR PROBLEM! Let us know how it turns out.

Runs great idle and reving it up it only happens in drive the chugging.
