Q: replaced front brakes three time in 10 months on 1991 Chevrolet Beretta

this problem happened after the first replace ment of front pads how do i rest the back to make it more of a 60 40 ratio

This sounds like more of a hydraulic problem as opposed to mis-adjusted rear brakes. I would point my finger at the master cylinder, front brake hoses and/or calipers.
