These guys are certified State of Connecticut Smog Technicians and this is a state emissions testing center. If you have driven for about 25 miles the monitors should have set. Now, the cat monitor needs you to drive at 50 mph for 4 miles. By then the 02 and cat will set. If not then there is something stopping the monitor from running. Without a proper diag equipment you cant tell. Make sure that whoever does check it for you is certified ASE L-1 and also a CT certified emissions repairer. Anyone with those credentials will have the proper equipment and training.

Looks like you have a variable valve timing (vvt) problem on the intake cam. This could be as easy as low oil or very dirty oil. It also could be an issue with the vvt solenoid or the phaser itself. If it is not the oil, a VVT solenoid is around $350.00 installed. But you need to have that checked out first. The phaser repair will be $1500.00 plus.

Sounds like you have some type intake vacuum leak or a weak injector. O2 sensors get changed many times for the wrong reasons. If the sensor is not generating voltage, you need to determine why. A propane test will check the o2 sensor and a smoke test will check for vacuum and air inlet leaks. If those are all ok, then I would be looking at the injection system which can be tested via a injector drop test.

The cyl with low compression should have a leak down test performed in order to determine where the compression loss is coming from. Once isolated then a proper repair course can be determined.

The most common issue with this system is a burned blower motor connector. Ford makes a replacement harness and connector kit that can be spliced in. You should check the blower motor for current draw in addition. Many of these blower motors draw too much current due to a low resistance issue. We normally change the blower motor along with the harness.
