Looking up that symptom renders as many confirmed repairs as you have time to read. Anything from a wiring issue to the computer. It will require someone with the older Dodge scan tool to track down the source. Testing to pinpoint the cause will be better for you than putting parts on it till it runs.
Car has been sitting idle for 7 years.
That is the #2 most common repair search for that vehicle. The answer is that testing is the only way to pinpoint the cause. Most common are the vehicle speed sensor, instrument cluster failure, and vehicle computer. Testing would help answer the question further and pinpoint the cause. Replacement of the vehicle speed sensor would be the quickest least expensive thing to try. If that doesn't work, you will need to take it to a shop for testing.
I changed the head gasket and now the gaug...
The honest answer is that without testing the signals, there is no way to know. The temp gauge may have been damaged and causing the gauge to peg. The fuel gauge should not have been affected, so that tends to point toward a possible gauge cluster issue. Without more data, that's about all I can guess at this point. It is an OBDII computer vehicle, so a shop with a scan tool should be able to test for signals & gauge operation.

Not a Rotory shop, but the P2070 is an SSV code and the P0410 is a Secondary Air Injection code. The most common repairs for the P2070 are
12 - Secondary Shutter Valve Vacuum Control Solenoid
9 - Shutter Valve
2 - Vacuum Hose/Line(s)
1 - Secondary Shutter Valve (SSV) Vacuum Solenoid Wiring
1 - Secondary Shutter Valve Vacuum Control Solenoid and Shutter Valve

Possible causes for the P0410 code are..
- AIR system malfunction
- Restrict or damaged in exhaust system
- Restrict in three way catalytic converter
-PCM malfunction

I don't know if that helps, but that's what I have found on these 2 codes.

The steering wheel lock is normally part of the ignition lock cylinder. The key has to turn a certain amount to release the wheel. Sometimes the wheel gets into a bind because the front tires are pushed up against the curb or parking stop.

May have a vacuum leak. Possible Idle Air Control Valve or carbon build-up issue. The intake manifold on those is common to require replacement for vacuum leaks/cracks.

It is possible that one of the 'door position' sensors is going bad or is out of position. Vehicle computer may thing the door has been opened at times when it is not. Be sure doors are closing all the way with no obstructions. Testing may be required to pinpoint the problem.
