Truck smogged without issue. Was given info on problems that need to be fixed but was not pressured to do the work right away.

It could need a tune up if it hasn't had one recently. But your best bet is to take it to a reputable shop to have the performance issue properly tested so that you only replace the parts that are needed to restore it to proper operation.
regarding the ac
You would want to have a repair facility inspect the air conditioning and determine the correct repair. It could be a compressor failure, or a refrigerant leak. It could also have an electrical problem preventing the air conditioning from operating properly.
It should take 20-50 miles of mixed highway and city driving, with at least one cold start such as the vehicle sitting over night. If it does not complete the monitors there may be a fault preventing them from completing which will require professional testing from a reputable shop.

That is a sign of worn suspension or steering components. It can be very hard to control and dangerous. I recommend getting a competent repair facility to inspect your vehicle as soon as possible.

The monitors are basically tests that the cars computer runs on the emissions system. If there have recently been repairs done or the battery has been disconnected it is normal for them to be incomplete until the vehicle is driven for a while. If no repairs have been done or it has been driven 20-50 miles in varying city and highway driving since repairs, there could be something wrong in the system causing them to not complete which would require diagnosing the problem.
