Rear wheel locked up

(2002 Volvo V70)

car sat for a short period,left rear wheel locked up.It is not the caliper wheel will rotate just a short distance

I'm assuming you don't have AWD. There's only the wheel bearing, parking brake assembly and the caliper/pads on the rear wheel. You'll need to have the wheel removed, and the caliper and rotor, and then check the parking brake mechanism. I'm inclined to believe the something is wrong with the parking brake mechanism. Let us know what you end up finding.
