Which one usually needs to be replaced Bank 1 sensor or Bank 2 sensor

On these vehicles it is usually Bank 1 before the catalytic Convertor. But one common problem that I have seen is that it VW will throw the P0420 code, and the Catalytic converter is bad. I would first though start with the bank 1 then go from there.
