What is your question?
What position should the top and bottom pullys be in when replacing the timing belt? A machanic replaced the timing belt already alonw with the water pump, but its just not running like it was. I remember reading that something had to be set at 10degree know the top pulley has to be top dead center but not sure if its the pulley or distributor that has to be set at the 10 degrees. I watched him do the work and know that he set the bottom pulley at 0 and set the timing at 10 degrees.

I strongly suggest you get a repair manual for this vehicle if your going to be doing your own work. It will have a diagram of the pulleys for the timing belt replacement. You can get an online subscription to excellent information here: http://bit.ly/mitchell_repair_manuals_online
