What is your question?
I have a 2007 3.5-liter Chevrolet Impala. When the temperature drops below 35 degrees, the A/C light turns off and the windows instantly fog up with moisture inside. When I hit the A/C button to turn in back on, the light flashes a few times and the system stays off. I’ve taken it to an auto shop; they replaced the thermostat but the problem continues. Any idea what could be causing it? Possibly related symptoms: in wet weather, the floor mat under the dash sometimes becomes damp. Also, the car has a mildew stink but I can’t identify the source; both the engine and cabin air filters are clean. Any help diagnosing would be sincerely appreciated.

When you are below a certain temperature threshold, the air conditioning compressor will not function. This is normal. I imagine that the light will not come on and stay on because it's too cold for it to function. All that said, it sounds like you have excessive moisture in your vehicle which is certainly not helping the windshield fogging up. Make sure you are using your ventilation system to dry out interior components with air flow. Make sure the evaporator drain from the plenum is attached and routed properly to outside of the car. It hasn't rained in Lodi in some time, so I'm not suggesting to check for a water leak. Check that hose to ensure it's attached and not allowing moisture inside the car.
The air conditioner is a very good dehumidifier ! It should be operational regardless to aid as a defogger - refer to owner’s manual for proper settings - normally the a/c turns on by default with certain HVAC control settings.. Another possibility here is a leaking heater core - that will definitely fog up the windows and produce a funky smell ! Good luck!
